Cheque Clearing Crisis: Operational Breakdown Reported in Vyom 2.0 – Management Review Underway

Since 29th September, cheque clearing operations across branches have virtually come to a standstill, leading to severe operational paralysis. The migration from the BTF model to the new e-Webbie model, implemented in line with the RBI’s Continuous Clearing framework, has unfortunately turned chaotic due to poor planning, technical instability, and lack of preparedness at the field level.

Branches have been unable to create batches or process scanned cheques since 30th September. Thousands of instruments — including insurance payments, statutory dues, and other time-bound transactions — remain uncleared, causing immense hardship to customers. The rising frustration among customers has seriously impacted branch functioning and begun to tarnish the Bank’s reputation.

Despite repeated attempts, CTS Helpdesk and Main Service Branches remain unresponsive, leaving frontline officers helpless in managing irate customers. What began as a system issue has now evolved into a bank-wide operational breakdown, exposing the institution to financial, regulatory, and reputational risks.

The undersigned had detailed discussions with the top management on the gravity of the situation and the difficulties faced by field functionaries. The management is fully aware of the issue, and a thorough review is currently being conducted at the highest level of the concerned vertical to ensure immediate stabilization of the clearing process.

In addition, several issues have also been reported following the rollout of Vyom 2.0. We have compiled these problems comprehensively and conveyed them to the top management. In both cases — the cheque clearing disruption and Vyom 2.0 glitches — the top management is fully seized of the matter, and a coordinated review is underway for early resolution.

We will continue to monitor the developments closely until normalcy is fully restored.
