Attention of all officers is invited to the communication issued by the Central Office HR Department vide letter dated 01.05.2026.

As per the said circular, it has been decided that the relieving of all officers up to Scale III, who were issued transfer orders during April 2026, shall be kept on hold until further instructions from the Central Office .

We understand that several officers, particularly those who had requested transfers, have been seeking clarification in this regard. It is hereby informed that the matter has come under judicial consideration before the Hon’ble High Court of Madras.

As per the interim order dated 30.04.2026 in WP No. 16860 of 2026, the Hon’ble Court has, after taking note of the issues, granted an interim stay on the operation of Clause 5.4 (lateral transfers) to the extent it applies to women officers. The matter is listed for hearing .

In this backdrop, it is understood that the partial stay on lateral transfers concerning lady officers is likely to create an operational imbalance in the transfer process. Accordingly, it appears that the overall transfer exercise has been kept on hold until greater clarity emerges, particularly pending further orders of the Hon’ble Court.

We wish to assure all officers that we are actively engaging with the matter, making continuous efforts for resolution. Officers are advised not to be guided by any rumours or speculation. We will keep you duly informed of all developments and will make every possible effort to facilitate an early and fair resolution of the issues.
